I believe KT is right about the purpose of the photo. However, fixies are not fast. My bike racer ex used to ride his fixie when with me in order to keep his pace down closer to mine.
In addition, this event is hosted by our local non-profit bike advocacy group (not the City). I don't think they have a position on helmet use. They work for better bike facilities and policies and encourage people to bike.
I wish the guy looked more like he was going to work. I just don't buy this guy as a 9 to 5er.

Wow, I wish I was as cool as he is, riding fixed gear without a helmet!
Hmmmm, nothing wrong with that... I just wish the city would endorse more accessible (brakes, helmet) riding as also being cool.
I guess I'm being a grouch today - I'd better go ride my bike!
Personally if I look good, I want everyone to see me, which won't happen if I'm whizzing by on a fixie!
The SF Bicycle Coalition does indeed advocate for the safety of cyclists!
I think this photo is supposed to make you want to meet the cool cyclists at their party.

He could perhaps work in the entertainment industry, which means his outfit would fit in perfectly!
